It is ILLEGAL to set off Fireworks within the Town Boundaries.(Sec 1. of the Towwn of NWR Nuisance Regulations, 1995)

1. No person shall create a noise within the boundaries of the
Town through use of firearms, fireworks, or other similar
noise-making devices, except as may be approved by Council
and subject to the approval of the appropriate law
enforcement or other regulatory agencies.
